The organization told CNBC that it did not dispatch pilots for seeding operations before or during the storm that struck the UAE on Tuesday. Omar AlYazeedi, deputy director general of the NCM, said that the institution "did not conduct any seeding operations during this event." He added, "One of the basic principles of cloud seeding is that you have to target clouds in its early stage before it rains, if you have a severe thunderstorm situation then it is too late to conduct any seeding operation." The NCM denial follows an earlier Bloomberg report, in which Ahmed Habib, a specialist meteorologist, had said that the Tuesday rains had stemmed partly from cloud seeding. Habib later told CNBC that six pilots had flown missions as part of regular protocol, but had not seeded any clouds.

CNN —Thousands of Palestinians, including men, women, children and elderly, attempted to return to their homes in northern Gaza on Sunday when they came under Israeli fire. Some people told CNN they heard the Israeli military was allowing women and children to move back up. We have been displaced for 191 days,” Malak Abu Nada, a woman from Jabalya, told CNN. Her mother Sabreen told CNN her daughter was in her arms when Israeli soldiers shot at her. That’s when Israeli soldiers fired at them, she said.

Russia knows it has a terrorist problem, despite its deflection and spin to preserve Putin’s image, but his priorities are elsewhere. Russian intelligence also suffers from systemic failings in recognizing, penetrating and dismantling terrorist cells, failings that stem from doctrine and a deliberately stovepiped structure that obstructs information sharing and agility. FSB officers will coerce, threaten and intimidate potential sources with diminishing returns that will only fuel ISIS-K recruitment and fundraising, which is no doubt seeing a surge from its Moscow attack. Russian intelligence will be left to depend on the unwilling, ill-informed or duplicitous. At the Islamic State’s height, Tajik Gulmurod Khalimov commanded its Iraqi capital of Mosul.

Sam Altman wants US government approval for his trillion-dollar AI chip venture, Bloomberg reported. AdvertisementSam Altman is trying to get Washington's backing for his trillion-dollar AI chip venture. Altman told potential investors that he can't move forward without Washington's approval, Bloomberg reported. He's said to be presenting his pitch as a partnership with OpenAI, chip makers, and investors who can finance GPU chip plants, the report says. He also took an indirect shot at Altman, joking that $7 trillion could buy "apparently all the GPUs."

Altman, the OpenAI chief, is reportedly trying to raise trillions to boost supplies of the chips needed for AI processing. The Nvidia CEO said AI infrastructure costs would be considerably less than the $5 trillion to $7 trillion Altman is reportedly trying to raise because of expected advances in computing. He also suggested that the cost of building AI data centers globally would amount to $2 trillion by 2029. Huang said: “There’s about a trillion dollars’ worth of installed base of data centers. Nvidia has held talks with companies including OpenAI, Microsoft, Google and Meta to develop custom chips for data centers, unnamed sources told Reuters.

DUBAI, United Arab Emirates (AP) — The CEO of ChatGPT-maker OpenAI said Tuesday that the dangers that keep him awake at night regarding artificial intelligence are the “very subtle societal misalignments” that could make the systems wreak havoc. “There’s some things in there that are easy to imagine where things really go wrong. And I’m not that interested in the killer robots walking on the street direction of things going wrong," Altman said. G42 has what experts suggest is the world's leading Arabic-language artificial intelligence model. However, the discussion with Altman, moderated by the UAE's Minister of State for Artificial Intelligence Omar al-Olama, touched on none of the local concerns.

OAKLAND, Calif. (AP) — A U.S. district judge in California dismissed a lawsuit Wednesday that sought to force the Biden administration to do all it could to make Israel stop bombing Gaza. It also asked the court to order defendants to stop obstructing attempts by the international community to call for a cease-fire in Gaza. Corrie was run over and killed in 2003 while trying to stop the demolition of a house in Gaza. Still, the lawsuit has brought fresh attention to the thousands of Palestinian Americans and other advocates calling for a cease-fire. Israeli authorities say the Oct. 7 assault by Hamas resulted in about 1,200 people dead and another 250 kidnapped as hostages.

A key part of that lofty aspiration was the drafting of a convention that codified and committed nations to prevent and punish a new crime, sometimes called the crime of crimes: genocide. Now, in response to Israel's devastating military offensive in Gaza that was triggered by murders and atrocities perpetrated by Hamas militants on Oct. 7, South Africa has gone to the International Court of Justice and accused Israel of genocide. The ICC prosecutes individuals and is separate to the International Court of Justice, which rules in disputes between nations. At public hearings earlier this month and in its detailed written submission to the ICJ, South Africa cited comments by Israeli officials that it claimed demonstrate intent. Both Gambia and South Africa have filed ICJ cases in conflicts they are not directly involved in.

There’s a genocide in the making in Darfur, Sudan — for the second time in 20 years. This time, the violence is happening on President Biden’s watch, and he and his administration have not done enough to stop it. In recent weeks, Sudan’s paramilitary Rapid Support Forces, a mercenary-commercial enterprise, has overrun four of the five main cities in Darfur, a region in western Sudan. After the Rapid Support Forces seized the town of Ardamata on Nov. 4, some 1,500 people were slaughtered, according to a Darfur human rights group. The paramilitaries are mobile and ferocious, and their adversaries in the regular army, the Sudan Armed Forces in Darfur are demoralized and outgunned.

The war has already killed thousands of Palestinians and displaced over three-fourths of the territory's population of 2.3 million people, who are running out of safe places to go. Airstrikes and the ground offensive have transformed much of the north, including large areas in Gaza City, into a rubble-filled wasteland. Political Cartoons View All 1277 ImagesAs Israel calls for more areas to be evacuated, it’s not clear where people can go. Israel says it targets Hamas operatives, not civilians, and blames civilian casualties on the militants, accusing them of operating in residential neighborhoods. The U.S. has pledged unwavering support to Israel since the Oct. 7 attack, which killed over 1,200 people, mostly civilians, including rushing munitions and other aid to Israel.

Israel has welcomed the release of dozens of hostages in recent days and says it will maintain the truce if Hamas keeps freeing captives. Weeks of heavy aerial bombardment and a ground invasion have demolished vast swaths of northern Gaza and killed thousands of Palestinians. With information hard to come by, authorities have only given approximate counts of the number of hostages held in Gaza. Another 21 hostages — 19 Thais, one Filipino and one Russian-Israeli — have been released in separate negotiations since the truce began. Before the cease-fire, Hamas released four hostages, and the Israeli army rescued one.

The prominent Palestinian activist Ahed Tamimi and more than two dozen other women and children were released from Israeli prisons early Thursday, Israeli and Palestinian authorities said, in the latest exchange for hostages held in Gaza. The military had moved on Sunday to keep Ms. Tamimi imprisoned under administrative detention, which would have allowed it to hold her indefinitely without charge or trial. But her name later appeared on the Israeli government’s list of Palestinian prisoners and detainees approved for potential release in the hostage exchange. The sheer number of Palestinians killed by Israeli forces since the start of the war has also left an indelible mark, Nariman Tamimi said. Israeli forces have also killed at least 225 Palestinians in the West Bank since the crackdown began, making 2023 the deadliest year for Palestinians there since 2005, according to the United Nations’ humanitarian agency.

Survivors recounted executions and looting in Ardamata, which they said were carried out by RSF and allied Arab militias. The RSF developed from Arab militias known as the Janjaweed that helped Sudan's army crush a rebellion in Darfur in the 2000s. Atta said the UAE had funnelled unspecified supplies to the RSF through Uganda, the Central African Republic (CAR) and Chad. Sudan's army, Chad and the CAR did not immediately respond to requests for comment. While the UAE backed Sudan's aborted political transition after the 2019 overthrow of Omar al-Bashir, it has remained publicly quiet on the war.

Port Sudan CNN —I have reported on conflicts around the world for over two decades, but nothing prepares you to cover a war at home. To so many Sudanese, though, they are instantly recognisable as the words of the people’s poet: Mahjoub Sharif. I was warned to never, ever play with any of the tapes in the cassette deck, especially the tapes of Sharif’s songs. Yet, the moment the war broke out earlier this year, home was the only place I wanted to be. Forty years after I watched my parents sing and cry and laugh to the Sudanese songs smuggled out to them, I find myself searching through Spotify for Sudanese playlists.

A man walks while smoke rises above buildings after aerial bombardment, during clashes between the paramilitary Rapid Support Forces and the army in Khartoum North, Sudan, May 1, 2023. But analysts and diplomats say it is unclear how the RSF could govern a breakaway territory. "(Governing) means you take on responsibilities for food, health, and security," said Suliman Baldo of the Sudan Transparency and Policy Tracker. From late October the RSF took over army headquarters in Nyala, Zalingei and El Geneina, three of five Darfur state capitals. They say the RSF is seeking legitimacy in the talks, after public anger over looting, rape and detentions blamed on its troops.

Goldman Sachs announced its 2023 class of managing directors Thursday afternoon, giving 608 employees the coveted title. It's a smaller cohort than the bank's 2021 MD class, down 5% amid a dealmaking slowdown. Still, Goldman appears to have taken pains to promote employees in revenue-generating divisions like investment banking and trading. Goldman says the percentage of women it promoted as part of the 2023 MD class sets a record, up 1% from 2021. Two years ago, Goldman promoted the largest managing director class in its history, naming 643 employees to the designation in 2021.

"If fuel is not received into Gaza, UNRWA will be forced to significantly reduce and in some cases bring its humanitarian operations across the Gaza Strip to a halt. Israel has refused to let in fuel with aid shipments, saying it could be seized by Hamas. "In the last 24 hours another three UNRWA staff members have been killed, bringing the total to 38 staff killed," said UNRWA. The enclave is reeling from unrelenting Israeli air strikes, triggered by a deadly cross-border rampage into southern Israeli communities by Hamas militants on Oct. 7. Gaza's health ministry said on Thursday that more than 7,028 Palestinians had been killed in air strikes since then.

UNITED NATIONS (AP) — Just a few years ago, artificial intelligence got barely a mention at the U.N. General Assembly's convocation of world leaders. Presidents, premiers, monarchs and cabinet ministers convened as governments at various levels are mulling or have already passed AI regulation. And many eyes are on the United Nations as perhaps the only place to tackle the issue at scale. LOTS OF PEOPLE TALKING, BUT PERHAPS A SLOW PROCESSBut if the United Nations has advantages, it also has the challenges of a big-tent, consensus-seeking ethos that often moves slowly. Ideas differ about what a potential global AI body should be: perhaps an expert assessment and fact-establishing panel, akin to the Intergovernmental Panel on Climate Change, or a watchdog like the International Atomic Energy Agency?

War between the army and the RSF broke out in mid-April over plans for a political transition and the integration of the RSF into the army, four years after long-time ruler Omar al-Bashir was overthrown in a popular uprising. Burhan has made a series of foreign visits in recent weeks after remaining in Sudan for the first months of the war. The purpose was to seek solutions, not military support, though he had asked other states to block external backing that he asserts the RSF is receiving, he said. The RSF has denied it is behind the violence in Darfur, and will hold its men accountable for abuses. Burhan said he told the governor to seek protection at a military camp, but the governor had rejected that.

In his report, hydrologist Ashour cites an unpublished 2006 study from the Water Resources Ministry on "the danger of the situation." The Turkish company, Arsel, lists a project on its website to repair the Derna dams as having begun in 2007 and been completed in 2012. Even as the catastrophe was unfolding on Sunday night, the Water Resources Ministry issued a post on its Facebook page telling residents not to worry. "When the water started flowing into the house, me and my two sons with their wives escaped to the roof.
